Race and ethnicity doesn't really affect the person's personality. I think (hope) you mean the environment the person has grew up in, that does affect the personality and so does the birth chart. Two people could have grew up in the same environment (or have the same race, if you insist on race) yet, they have different personalities and react differently to situations, that's because they have different planetary positions.
